Denis Flett and Garry Smith of DG Consulting are part of a team (led by Parsons Brinckerhoff) which is assisting the MDBA’s Evaluation and Compliance Section with specialised technical testing and refinement of the Diversion Limit Compliance Method. The project involves working closely with the relevant MDBA staff, the provision of some independent facilitation, and participating in consultation with both policy and technical staff within the relevant jurisdictional departments and agencies. The project is designed to assist with the transition from the current regime of the Cap on diversion of surface water from designated river valleys to the proposed regime of compliance with sustainable diversion limits (SDL) for all nominated forms of take from both surface and groundwater sources within the basin under the proposed Basin Plan. The initial phase of the project is to identify issues of relevance to the transition from Cap to SDL processes so that a strategy for this transition can be developed and other support tools such as a proposed data reporting framework can be put in place in a timely manner.
