Garry Smith – BE (Hons)

Garry is a qualified civil engineer who offers contemporary specialist advice covering rural water management; water policy and planning; water reform; water trading and market development; industry governance practices and processes. He can also provide high level skills and expertise in all aspects of operational and financial management of a large water utility service provider. This experience has been gained in projects at the leading edge of developing and implementing water reform and Garry offers experience, innovation and practical solutions to industry problems.

Garry’s skills and expertise have been developed through his extensive work experience both with DG Consulting and with Goulburn-Murray Water, Australia’s largest rural water services provider, and are supplemented by strong exposure and involvement in water issues across the Murray Darling Basin and into southern Victoria.

In addition, Garry is a Director of Melbourne Water (since 2012), a member of the Water Accounting Standards Board and a member of the Advisory Board for the National Centre for Groundwater Research and Training. Garry is also Chair of the Goulburn Valley Community Fund, Chair of the Sampson Leadership Trust and a former Director of Scope (Victoria).

Ian Moorhouse

Ian Moorhouse is a highly experienced senior rural water services manager, with over 30 years of front line knowledge, skills and expertise in the rural water industry. This has been gained in a range of positions across water service provider organisations. Ian’s experience includes over 10 years at senior executive level at Australia’s largest rural water corporation with 30,000 customers over a region of 68,000 square kilometres, 700 staff, an asset base valued at $6 billion and annual revenues of over $140 million.

Ian has significant experience in the planning, design, construction, operation and maintenance of irrigation, drainage and salinity control infrastructure. This includes the development of asset maintenance, renewal, water saving and modernisation strategies, policies and programs. Recent projects Ian has undertaken include inputs to a major due diligence report for the transfer of Qld. Irrigation schemes to local management, development of future management strategies for the Nyah and Tresco Irrigation Districts and the development of design criteria for new irrigation pipeline systems in northern Victoria.

Stephen Harding

Stephen has 35 years’ experience in the rural water sector. Before joining DG Consulting, Stephen led the rural water business for Sinclair Knight Merz (now Jacobs Engineering) based in the Tatura office. He has specialist skills in project management, rural water management including water use efficiency studies, and the investigation, design and construction of irrigation and drainage infrastructure. Stephen spent 5 years working on a range of large irrigation development projects in northern NSW and 2 years on irrigation development projects in Burma and Indonesia. He has been involved in a number of significant rural water management projects including the initial investigation of water use efficiency in irrigation distribution systems in northern Victoria that was the forerunner to many subsequent studies underpinning the $2Billion investment in irrigation system modernisation under the Foodbowl Program Stages 1 and 2.
